texiからinfoへ変換出来るみたいです。
emacsでtexiファイルをバッファに読みこんでから、
M-x texinfo-format-bufferを実行すればいいらしいです。
そして、*.infoファイルを/xyzzy/infoに格納してそこのdirにエントリ
をこんな風に追加するとM-x infoで動きます。

Info hierarchy.  The first time you invoke Info you start off
looking at that node, which is (dir)Top.
